The one on the right is not a pure bred Barred Rock - wrong leg color, and very muddy barring. It is likely a cross of a Barred Rock rooster over some other kind of hen with white feet.
Our Barred Rocks lay large eggs, and they are lovely birds. We recently got a new line, from show quality stock, and the teenagers look very good, they are 22 weeks on the pictures.

My Barred Rock girls started laying at 21-22 weeks. They are very large, friendly, and beautiful. The largest gal is 8.8 lbs at 10 months, and the rooster is over 12 lbs.
It could be the wrong time of the year for egg laying - many chickens will slow down or completely stop laying eggs in the fall and winter. Maybe she is waiting for spring, when days are longer. People say it requires 14 hours of daylight for chickens to lay.
Yes, it is normal - some turn red earlier than others. Our 4 BR pullets started to lay at 20 weeks, within a week from each other. But their faces turned red at different times. I think they are capable of laying earlier than 20 weeks, but ours had lots of stress coming from 7 young roosters...

Yes, #2 is likely a boy.
Here is our cockerel Vas'ka at 4 weeks (he grew into a full size rooster, LOL). He was noticeably heavier compared to the girls. No tail feathers at that age, and his neck feathered before the head did.

1st one is definitely a pullet. The 2nd one also looks like a pullet. Can you snap a full body photo, to see the feathering on the back, tail, and leg color?
They look more like 4 weeks old to me :)
