Was he a normal duckling first and developed the symptom later? That would mean it is scoliosis, caused by a gene defect. That would be very hard to improve.

Unfortunately i have no idea what is actually wrong with his neck. It could be a nerve issue, B-vitamins may help with that, it could also be something with his muscles, i saw him trembling when he tried to move his head to the left. For the muscles protein (cat-food) and minerals may help. But...
