It would be good if your vet can perform a culture to see what you are dealing with so you can get the right treatment.

The other hen, if she has the symptom Ascites, then draining her may make her more comfortable. Unfortunately, whatever the cause of the symptoms is still going to exist.
The oil might be a little crusty mixed with dirt if you are feeling around the oil gland.
Does she have access to dirt so she can take a dust bath?

There's usually a little oil on the feathers around the preening gland. If you press on it a little, oil will come out too.
