    As I remember it's the chemicals in the tarp? a pond liner will last far longer than a makeshift anything else. Even concrete has to have a age process right after it's poured to leech out chemicals/ forgot what's involved other than fill, treat and unfilled.. Minnows sound like they would work...

    tarp/or black plastic are not the right choice for this, how about check craigs list for a used pond form? or you can use a old bathtub, kiddy pool, or almost anything water tight. if it's above ground you'll have to move the fish indoors in the winter, or feed them to the chickens.
