I wouldn't say it's a guarantee but I would say that is very likely a cockerel.

They're actually Easter Eggers and the first one looks to be a Pullet and the second one may be a cockerel. Need a clearer picture of the comb but the legs are thicker and the comb seems shaped more like a typical male pea comb. There's no definite coloration of male on it at this point though...
