How do you keep eagles away?

Not a darn thing.

If your chickens have cover with bushes, trees, etc. they will (should, anyway) learn to seek it. Round here the bald eagles are hungry enough by this time of winter they're eating road kill and field carcasses right next to the buzzards. Still have never lost a chicken to them though. *knock on wood*
 
Feed your nearby crows or ravens.

That's about all you can do. With them around, they may or may not harass the eagles into leaving.
 
We have a bait pile on the back of the property to draw coyotes away from the coop to a spot where they can be shot out the back door. Today it's bringing in the ravens, crows and the eagle. The eagle didn't stick around the bait long but took his sweet time checking out the chickens in the yard... all while I was trying to shoo them into the coop.
 
There is nothing you can legally do about them.There is a healthy population where i live but i haven't had a problem with them,other than them attacking a sick newborn calf a few years ago,and sometimes they scare the chickens and peafowl.I learned a few years ago eagles love beaver meat so i started saving all my carcasses from trapping season,the most i have seen at one time is 8 on 1 carcass.

I threw a dead raccoon that I killed out back, and it drew not only vultures, but this guy. I see them on the side of the road more than I do catching chickens. In fact, never had one come down close enough to grab a chicken. They seem more interested in easier prey, like dead stuff.

I also live right on the river - I think they'll just take an easy meal where they can get it.

I lost a chicken to a Red tail hawk and after the others saw that go down they are wise to them and head for cover. You may loose one but that would be it, they are very good about seeing them and getting to cover whether that is the coop or some bushes. I would worry more about the fox and coyotes up there. I am in lower Michigan and have yet to see the fox or yotes.....my days are numbered! Good Luck!
