What would be the best place to order them can yall give me some ideas for a good quail pen pls help yall
 
Since you didn't specify a breed I'm guessing your new to quail. Coturnix are the best choice for a beginner as they grow fast, lay a lot of eggs, and are relatively easy to raise compared to the other species.

If you don't have an incubator you'll need to find someone local who is selling chicks. Cage raised quail (not matter how cool, how big, or how natural looking the cage) do not brood their eggs with any sort of frequency. It's such a long chance that it can't ever be counted on.

If you're trying to get into a different species you'll have wait a couple months unless someone local to you is selling adults. Bobwhites, valley quail, gambels, blue scales, mountains, mearns etc are all seasonal layers and won't begin to lay until the first April/May after they are about 30 weeks (6mos) old.
 
Have you considered getting King ('Button") Quails? They are a lot more colourful than most other species (they have a few different colour morphs and wild-type males are especially striking).
 
When describing king quail to a new keeper its always a good idea to make sure they're aware that the birds are miniature quail and not fit for meat and egg production. Most people, even those interested in buttons, have no idea how tiny they really are.

They're a lot stronger than they look, too; when trying to hold one that was not hand-raised, they will push against one's hand with their legs with a lot more pressure than one would expect.
