Unfortunately, it can. people dump dogs here all the time. I don't see why a bird would be any different.

Yesterday, I got close enough that I could have grabbed its tail, but I didn't want to scare it. It returned today. Likes horse feed, I think.

Do u by any chance have a small cage the bird wouldn't be able to squeeze through? I'd try putting some feed in a cage or even a box on it's side and catch it the ol' fashion leprechaun way with a stick and a piece of string. If you were able to get close enough to grab its tail try and sneak up on it again with a towel and throw it over the bird.
