Some breeds tongues are so long they just hang out. It also happens in older dogs that are missing a lot of teeth.

He’s always been a pug of very long tongue. This is a flashback to when he was young, still had teeth & his tongue was but a mere mleep.

One time a stray dog showed up at my house and wouldn't leave.
It was a pug but I did not know what a pug was back then. It's big ol nasty tounge hung out one side really bad.
I thought the damn thing had had some kind of seizure or got hit by a car or something or it was sick.
I finally tracked down the owner and they were super thrilled to get that ugly ass thing back.
I couldn't believe that tounge thing was normal.
