I have tried to cut this, dig it up and spray crap on it to kill it for years and the s*** does not die.

How the heck do I get rid of it?

I'm going to try and dig it up again tomorrow.

Glyphosate. Cut the plant to a stump, then daub on glyphosate. Or you can get a goat to eat it back every time it sticks its little head up. Thus sayeth the interwebs.
