First was pasting the BB code to see if it sends an alert.

No alert sent.

The second was pasting this:

The problem is that I have been creating all of the contest's winners announcements and asking people to copy and paste the BB code into their contest threads. Until today, I did not know that people would not get alerts for being tagged as winners.

A copy and pasted outside the editor will work, but it loses all but the bold formatting. I need to think about this more.
