1-2days chickens having strange behaviour that worries me

I strated to notice a strange behaviour among my chickens,one of them suddenly starts crying and then scratches his back of the neck aggressively with his eyes closed and falls on his back,this thing happens periodically like a crisis.And another chicken is crying when I touch him,this one was the last one to hatch,and I intervened to help him hatch after 24 hours of not being able to do it.And he usually doesn't seem to realise the world around him.Please help me!

What are the brooder conditions? Size, number of birds, heat source, bedding, etc..

Well they were 60 eggs and only 31 hatched,they are warmed by an radiator,they stay in a box near it and the bedding is made out of newspapers

Shredded newspaper or sheets of newspaper?

Intact sheets of newspapers

Newspaper is considered too slick for baby chicks since it can cause splayed legs.
