1 quail died 2 days ago. the other one is now ill

Guys, i am new to having quails. just had chickens before.
i hatched 2 baby quails now 4 weeks old.
i found 1 dead in the morning, no symptoms when checked at night.
this morning i found the other one lying, not able to get up and a bit of a shaky head, beak. i have put her under a heat lamp and just water to drink. no change so far. what shall I do??
