ugcm was right. The pine shavings needs tossed out.Instead of using the ole paper towel routine,go to any family dollar or dollar general and buy some of that rv placemat rubber material.
1. you can rewash it,compared to a paper towel
2. you can reuse it compared to a paper towel
3. they grip it better so splayed legs wont be the problem
4.YOU DONT NEED THE 250 WATT BULB!! this is false. My chicks are in a 12"x24"x12" brooder box that I made and they just have a 100 watt common old ordinary bulb.It stays a toasty 90-95 degrees in there. they are 3-4 weeks old have have been outside in their own box i made just for outside useage away from the rest.
The problem with pine is that they tend to eat it instead of their food.Get rid of the pine and NEVER USE IT again!! I lost 4 quail chicks due to that false information.then clean your brooder box out at least once per day.I dont know about anyone elase, but if I were a chick,I wouldnt want to be wallering in my own poop for weeks on end. :X
