10 posts before pics?

I'm still a noob on this site but I thought you had to have 10 posts before you could post pictures. Did that change? I was just in the "what breed is my chicken" area of the forum and saw a first time poster with pics- what gives???

I have seen that a few times also and there are some still that cant post pictures till they have 10 posts.
