Oh, I'm sorry!Update: I got the chick back and unfortunately it's way more serious. In all the years that I have been hatching and breeding I've never come across a case like this. I'm almost 100 % sure it's a genetic defect most likely from inbreeding. He has developed extra folds of skin all over his body. The skin on his head is growing forward over his comb and eyes. Very bizarre. He seems to be itchy because he can't clean himself underneath the extra layers of skin. Now it's clear why none of the other chicks have the same condition . I hatched him from ebay eggs and I totally understand that there's no guarantee of what you're getting. Unfortunately I don't know what else to do than to put him down since for obvious reasons I won't be breeding with him.

I agree with you, if he has folds of skin all over his body, likely it's genetic or it could be something like Marek's which can have thickening of the skin, skin lesions and tumors.
It had crossed my mind when you first posted, but I like to try to think of other things besides Marek's.
I also agree, putting him down would be the practical thing to do. I know it's hard, but sometimes culling is the best way to help prevent disease and of course, you're taking his comfort and quality of life into consideration as well.
If you want to find out what it is, then sending the body to your state lab for testing/necropsy will give you the best answers. You can find a list of labs in the following link
