The puffy cheeks and full feathers look like hen to me but im not nearly as experienced as the rest here im looking around to find out my own. I have 2 around 10 weeks one has a huge comb and wattles and started to crow this week my other looks more like yours but does not have the puffy cheeks and not as full as a crest on top. Only thing to me that may indicate roo is the feathers on the back of the neck are kinda long but i dont think that condems it it will change fast within the next week. Some people say their silkies look like roos and crow like roos and then one day out pops an egg! Looks like a good quality silkie either way Does the tail have any "normal" hard/straight feathers? If not id lean more towards hen just from my personal experience which isnt much but pretty sure i have 2 very diff boys from same mom and make me feel that i am able to tell a hen when i see one
