I currently have a 3x3 brooder for my 11 day old chicks. The short wall on the brooder is only 12 inches high. My girls are flying out. Really it is more like an aborted takeoff but they still clear the wall. I made the brooder out of plywood. Should I just add height to the wall? If so how much? Do I need to place a net on top? I do not know how I am going to contain these girls until they feather out. Thanks for the help.

Ours found a new home (planned)...but I had to add a lid to mine. =] They'll bonk their noggins and learn very quickly that they can't get out anymore. Make sure it has proper ventilation so you don't suffocate the little buggers, but yes - I think you definitely need a lid (netting would work fine if it's securely in place and the holes aren't big enough to strangle their little heads on their way out). If you build up the sides with more plywood, they'll probably just find another way out (by jumping on each other and taking off from another's rump).
