They are pullets. Conformation indicates Leghorns - if they have/develop white earlobes that is what they are.

They have small, yellow-pinkish combs and hen feathering. Leghorn roosters develop fast, so a cockerel would have a large, bright pink comb at 11 weeks. A cockerel might also start to have rooster feathers growing in.

At first I was thinking maybe White Plymouth Rock, but the tail shape is leg horn.
