Depends on Breed/Type.
My early spring chicks Golden Comets started in August, between 16 to 19 weeks.
My mid summer Chicks Barred Rocks started in January between 20 to 23 weeks. GC

I guess everyone gets early eggs, mine have all been 24-28 weeks, maybe more. BReed/type of bird does make a difference, as well as when they mature (if they're maturing in winter, probably won't see eggs until late winter, early spring).
 
Trust me the first eggs takes forever and then some! About the time you really have given up all hope of ever getting an egg, there one is in the nest. A magical moment.

Once they redden up in their combs and wattles they are getting closer, but for me, about 4 weeks after that is when I expect a new egg.
