12 1/2 week old Easter Egger - Hen or Rooster?

I have an EE that has those wild neck feathers like Pepper (almost long and shaggy, somehow??) and is the biggest of the mixed bunch and has been since about a month old. I was convinced it was a male (and tbh, sometimes still question it) but it’s 20 weeks and no pointed feathers, a small single comb that is just starting to redden, no crowing (and no other males in our flock, for sure), and no other male behaviors like being bossy or trying to mate. I feel more comfort seeing your girls shaggy neck feathers! My other EE is completely, laughably, different so can’t be compared.

Hello! I have this beautiful 12 1/2 week old Easter Egger that I am not certain if it is a pullet or cockerel. Looking for all the experts out there to help me figure it out! She / He has a black comb, no red. Thank you!
