I brood them in a glass aquarium with a heating pad set on high, use the lid of a jar of yeast as a water dish. The first day or so I serve the food super wet, like a smoothie. As bedding I use an old baby blanket, diaper, or shelf-lining when my husband remember he's not supposed to throw the shelf lining out. After they get a few days old I often add some little pine branches to provide them with some natural hidey-holes. That keeps the occasional quail on quail violence at a minimum.
Keeping the bedding from getting wet seems to be the absolute best way to prevent problems. Everytime I've lost more than one chick, it's been because the bedding got wet and they caught a chill.
