12 week old pullet pulling other pullet's eyelid

Today we noticed one of our pullets pulling on the eyelid of another one. She did this 3 or 4 times. Then it stopped and we didn't see any other concerning behavior. Is this usually something that escalates to aggression?

If she makes a habit of it, I'd intervene and give her a time out in a dog crate (placed in their run, or wherever they are). One of my pullets is really mouthy with the others. I keep an eye on her, but nothing's ever escalated. She just needs to put everything in her mouth like a toddler!
