This is one of my favorites and my only buff Orpington. I thought maybe it was a rooster because of the red comb and the neck feathers, but I saw 3 adult BO hens today that look really similar. Any chance this is a pullet? Could he/she be an early bloomer with the comb? I need to decide whether I need to rehome.

Yeah the reason the adult hens you saw have red combs is because they are at full maturity. At 13-14 weeks, a pullet would have a smaller light pink comb. It wouldn’t get big and red until around 6 month (give or take). Sorry, you’ve got yourself a cockerel!

That is for sure a cockerel the male feathers say so.
For refrence my almost 3 year old buff orpington who has been laying eggs and matured for 2 1/2 years
