13 week old Easter Eggers....Roosters or Hens?

They are both typical patterns of female duckwing, in different colors. Even if the comb was larger and red, that would indicate point of lay, not gender. Males can be tricky but by that age would have some red leakage and saddle/hackle feathers.
 
The bird you are holding is a Columbian Wyandotte if it has a rose comb and Columbian Rock if it has a single comb. If you look at the hackle and saddle feathers you will be able to tell if it is a male or female. Males usually have longer and narrower hackle and saddle feathers.
