Two month old Easter egger mutt chick panting all the time

One of my mutt Easter egger chicks had a stroke when younger, resulting in loss of coordination and mainly shaking while moving leading to some splayed leg problems.He is separated from his flock and they seem to have forgotten each other and he isn’t stressed at all, he is really attached to me.I live in Cali so the temps are higher here but even when it gets to be colder and he is resting he pants and some strained breathing too.He eats well and sleeps well and has access to fresh cold water 24/7 and I make sure he isn’t lonely or stressed.I need to know if I should be worried about his constant panting however, so I can kick it in the butt before it becomes fatal ...
