14 week old Buff Orpington pullet with bubbly tears, also noticeably smaller and lighter than the other Buff Orpington from the same hatch.

The size of this chicken is something I've noticed since about 10 weeks, she just doesn't seem to be getting bigger, and even another 9 week old from a different hatch is starting to catch up to her in size.

The other problem I'm having is that I've noticed bubbly tears in her right eye today, and the quick search I've done on that symptom makes me think it could be conjunctivitis. I have some Terramycin on hand, but I wanted to be sure of it before I started treatment, and wanted to know if that would be an appropriate treatment.

Can you post a photo of all of her in comparison to the others her age?

Bubbles in the eyes can often be a sign of respiratory illness like Mycoplasma. Do you notice any other symptoms - coughing/sneezing, mucous, etc.?

Flushing the eye with saline and applying the Terramycin in the eye 2-3 times a day is a good first step for treatment. Hopefully this will clear up the eye. Sometimes an antibiotic like Tylosin is needed in addition to tending the eye is needed to treat symptoms of respiratory illness.

See that she's eating her chick starter and drinking well.
 
It's really difficult to get pictures of Chickens standing still, but here she is on the left in comparison to another pullet of the same exact age.

I have since separated her from the flock and started treatment with Saline/Terramycin.

As for darkness around the eye, I'm not exactly sure what it is. She was dust bathing earlier, so I think maybe the tears around her eye caught the dirt from that. I'm very sure it's not blood.

No coughing or sneezing from what I observed.

Birds mature at different rates. I don't really see anything concerning about her appearance.
Hopefully the eye will heal quickly. Keep us posted.
 
Update: Sadly she has passed away as of 3 days ago. I'm not sure how, but it happened in isolation. I don't think she was eating or drinking based on how I was monitoring her food intake, don't know if that was a symptom or a cause.
