Pullet! The most definite way to tell is saddle feathers. A roosters are long and pointy, and a hen's are short and round.

When they are older, yes, but they don’t look like that at 15 weeks. At this age, the comb and wattles are more reliable, especially on an Orpington. This one’s are very small. Definitely a pullet.
