how hes been acting
has he been eating or drinking

He did not get that way overnight. There are also at least two other ducklings that look to be in the same condition.

More pics are needed, as well as info about where and how they're kept. Pics of the ducklings, and their setup please.

I'm inclined to agree, all three look that way. In that case he needs an emergency license treatment, in wich case all your animals nearby his Penn and with him would need it to. As well as all their Penns and coops.
