16 week old Columbian Wyndotte with no comb

I have a 16 week old Columbian that seems to have no comb..... is this normal or does she have a issue?

It is not unusual for the pullets to not have an adult comb until the are 6 Months old or more.
Your pullet does have an inverted comb...a disqualification for comb.
She will have a spike near the tip of her comb that will stand up instead of lying flat against her skull.
