16 week old RIR's Hen or a Roo

From my experience, it looks to me like you have all RIR hens. The one does have a bit bigger comb but when you see a RIR roo, their combs and waddles are really big.

Pullets. I had one that had a bigger come than that at that age, and she is a she.

Looks like a pullet to me.

Roos are very obvious by that age. You can see a pic of mine at about the same age on MY BYC page - obvious.
