19 days and no movement on quail eggs

This is my first time incubating quails let alone anything. I actually bought them from my local asian market and to my surprise 5 out of 20 were fertile. Two quit on me. One was cracked so I was suprised ot had made it this far. But I am on day 19 Idk the type of quail they are but I have heard no chirping and no movement. Candles them before I put them in and I saw 1 out of 3 move and the other 2 though no movement seemed to be ok. Started lock down on day 15. Humidity has been hard to keep up but now that i bought a sponge it's been 60-72 stayed on the 60s all night. Can i candle them I'm assuming it's too dangerous to float test them but I check on them about ever 20 minutes and nothing! I only have three and it's my first time so being patient is extremely difficult right now. Any advice will help!!

Not knowing what type of quail they are I am assuming. Here is a chart I found that shows days for different species. Think the experts which I’m not will say wait it out up to 23+ days.

This is typically a low temperature problem. Raise the temp a degree. Do you have a calibrated thermometer? I would bet that they are below 99F...
 
It doesn't hurt to wait a few extra days or even a week.
Turning off the bator early will for sure result in none hatching.

Sit tight.

Why not candle them to make sure they are doing ok?
 
This is typically a low temperature problem. Raise the temp a degree. Do you have a calibrated thermometer? I would bet that they are below 99F...
I am going to buy a second thermometer today. I set the temp to 99 just raised it to 100 can you tell me what it should be at? I've read a couple different answers not sure which is the correct temp.. thank you

Is it safe to candle them this late in the game!? I will def give it a go if it's not going to harm them!
 
my last one (a surprise Italian) hatched on day twenty-five or so. the rest hatched on day twenty and day twenty-one. mine where the same as yours, the temp was okay and so was the humidity. well, good luck! :fl
