2 - 3 Week Old Quail Not Eating With Dislocated Wing

I have a two or three week old quail, not entirely sure on her breed and age, who seems to have a dislocated wing, holding it almost neer the ground and panting. I think she's in shock and she's refusing to eat or drink, I don't want to stress her out to much by trying to feed her and im not sure how to splint her wing, what should I do?

I don't know how to splint a wing ether. How long has she been off feed? You could drip some blood in her mouth for nourishment if it has been to long. A few drops at a time would be enough.
