2 EEs, 1 comb... roo?

I have two EEs - 3 weeks old. One is light colored with buff colored feathers coming in around the neck and one has more of the traditional brown striped appearance. So, they are definitely two different chicks... but one of them has started to develop a comb and one is still flat headed... does this mean the striped, bump-head is a rooster?

The bottom one is certainly a pullet, but the top one - You either need to show me the whole body or focus better on the comb. The color that EE has is actually sex-able by feather color, too.

Do you need more pics of the back feathers? I am really having a hard time getting good pics of the comb with my camera... or any details at all...

A sideview of the chick would help, but so far it looks like a cockerel.
 
Except, these pictures make her look more golden/vibrant than she is to the naked eye... She looks more mousey to me in person.
