2 hens tryinf to brood same clutch of eggs

i have to hens that r trying to sit the same clutch of eggs
one hen is #1 in the peckung order and the other hen is #4
when #1 leaves the box #4 jumps in and viseaversa sometime #1 will chase #4 out but ussually very agreeable situation my question is
is this normal behavior?

Yes, it's normal. It doesn't always end well though. Fighting can escalate to the point of losing baby chicks, so, by day 18 it is best to have just one mom.
