Yes tile but it has a grip to it. All other ducks have no issues . But this poor white one is having issues 😕. I'll get him some vitamins I've heard that can be the issue. Hopefully it's just a short term thing . Of not I be moving him in the house with me

It's not the floor tiles. That little one has a problem. Try high level Vigt B complex [Durvet] 1 ml every day and watch for improvement. It save intravenous on the bottle but we use it orally for ducks -- soaked into a treat so that you can watch and be sure it is eaten.

If there is improvement, continue the Vit B orally but add Brewer's yeast or nutritional yeast to the food. I use 1 tablespoon of brewer's yeast sprinkled on top of the food in the dish. My ducks like eating it.

Only when the duck is walking normally stop the oral high level Vit B, but continue with the Brewer's yeast or Nutritional yeast.

If there is no improvement after a week, a visit to the vet would be best

It's it vitamin b or b 12 or is that the same thing

no, Vitamin B3 I believe is Niacin, which your little one really does need, B12 is different-- the best thing is B complex, which has a lot of niacin in, and other B vitamins too. I would definitely do as Ruthhope said, starting B complex treatment asap.
Since his legs are splaying so badly, I wonder if perhaps a hobble or wrap around legs to draw them in would be a good idea. Has it been this way since hatch, or was it something that came on since then, more recently?

Your duck needs hobbling and the liquid vitamin B complex ASAP. I will share a photo and video of my duckling when she was hobbled. You simply get someone to help you hold the bird up with her legs in proper position, but a tiny band of vet wrap around each leg to stick to the bigger band, then put a bigger band of vet wrap around both legs, holding them in the proper position. I also made sure my duck swam every day to strengthen legs, and afterwards I supported her body while she did her preening, until she was strong enough to walk on her own. You'll want to baby her, make sure the other ducks don't trample her, and keep her food and water close by. You would think she wouldn't be able to get around with the hobbles but they do. The liquid vitamin B complex is key to strengthening her legs, so over treats - watermelon, bread, peas, whatever, and you can add some to water as well if she drinks out of a smallish dish. You just need to make sure that duck gets at least 1 ml every day. She can't overdose, so don't worry about getting over 1 ml - it goes through their system.
