2 Nine week old chicks? Help? **PICS

Hello, we have 2 silkies chicks, which we hatched, they are 9 weeks old now but their is an obvious size difference between them, we dont know if the smaller one has something up with it? or it is just a different gender/breed? we got given the eggs to hatch.

Does anyone know the sex of these 2? and why one is smaller?

Our rooster - Steve. Keep your eye out for large combs, streamers from the crest. I find Steve is a lot more coarse to touch than Lorraine's soft down feel.
 
The larger one is flufflyer and has a good coat, but its the little one, its like a runt, but is same age etc and from same mom and dad so was wondering what gender ands if something was up with it

The one is not growing and was from the same hatch? anyone know why? is it just a girl?
