3-4 weeks? I don't know for surean age might help, when there is very little down left to shed then they can go out but since you are in oregon, they should be fine, and treats can be given anytime as long as the chicks have grit available, otherwise wait until they are 8 weeks old
They should be fine. Mine go in the coop as day-olds. I do have heat on them, and they do just fine. I'm in MN and got my last batch of chicks in March.

no so much a certain kind but most farm stores have chick grit available, it depends on what kind of soil you have, if you grab a little clump of dirt and then make a thin mud in your palm with water, rub it around if it is gritty they will be fine off of the soil if it feels more smooth get chick grit
