2 week old hatchling just lays

I have a chicken that hatched a week and a half ago but just lays. I get it out and move it's legs, give it water and food and then keep it in the incubator to stay warm as the other hatching are in the brooder. When I hold it, it churps and moves it's legs but otherwise just lays. This is the 1st batch I've incubated that this has happened to. The other 16 were fine.

I'm so sorry, sometimes chicks just don't do well, it sounds like you did everything right.
