21 week old chickens taht are not laying

I have 2 Plymouth Rock (I think that is what they are) 21 week old chickens and mine aren't laying either. We live in Texas and I am keeping them supplied with ice to sit next to, water and feed. They also get watermelon in the afternoon. They are not interested in the grit that I provide. Does anyone have suggestions ?
 
Some chickens will not lay until they are older. My first chickens were 20 different breeds, and most were laying by 21 weeks, but some went as long as 28 weeks before they started. Extreme hot and cold temperatures and lack of light in the winter months affects laying, but usually a young pullet in her first year will lay no matter what. In Texas I would give them as much shade as you can because extreme heat kills.
