22 eggs and hen not broodie

I have a rock island red about a year old. My hens lay in my henhouse, the red is always sneaking through the fence. I have suspected she had a nest someplace. Today I found her nest in some brush ouside the fence, there were 22 eggs in it plus shells from about 2 broken ones.
My question is why has she not gone broody and sat on these eggs?
 
Not all breeds are prone to broodiness. If you want a true broody hen get yourself a Silkie, they're always broody. Yours is a mix of Rock and Rhode Island Red?
 
Yeah, most chickens have the mothering instinct bred out of them especially production breeds. Only a handful of breeds go broody consistently. Many chickens never go broody in their whole lives. It's often down to the individual.
