23 weeks old! NO COMB AND WATTLE? Is that normal?

I have a 23 week old Americauna and Cuckoo Maran mix that does not have a comb or wattle. The place where the comb would be is flat and pinkish. At this age, shouldn't she have something?

My EE didn't have a comb or wattles either. She just started laying a around 28-ish weeks old and developed a small red, puffy area where the comb should be.

I have one, but a roo...ee mix, it took forever for him to get a comb...thought it was a pullet forever because of this...
