The title says pretty much everything. The combs also look undeveloped.

I'm feeding pullet food and lots of scraps. Worried I might be feeding wrong? Or something else?

Also hoping that starting a thread will prompt them....

I would put some faKe eggs or golf balls in the nests now so they get the idea where to lay.
Get them on layer feed now and make sure to get them some oyster shell offered in a separate container free choice and a avaliable at all times.
Some treets are ok, but dont feed so much they neglect to eat the layer feed. Espicially corn they will love it, but it is best if you want to fatten a bird up.

Are you sure of the age? I agree w you about comb development not looking ready.
here's a pic of a RIR I had w her first egg. She was about 18 weeks...

First off you should not feed layer to hens not laying but they should be on grower and offer oyster shell on the side free choice their genetics play a big role in when they will lay if they have genes for a heavier bird closer to the heritage they may developer slower I wouldn't worry too much they look very healthy they just may be waiting on spring as said above;)

I agree

My RIR is 22 weeks today and her comb is still under developed.....I think some breeds just mature faster than others. Don't stress out too much they will earn their keep sooner or later. I have a BR & Golden Comet that have been laying for about 2 weeks, all the girls are the same age.
