29 week old wynadottes still not laying

we have 2 wynadottes that lay like champs, but the other two show no signs of starting any time soon... can they sometimes just not ever mature?

At 28 weeks, my BLW isn't laying, but her wattles and comb have finally turned red. I paitently wait and hope for the best.
