I'd guess pullets as well. I can completely understand your questioning the one, but it's other features are Pullet features. As someone else has stated, the difference is pretty obvious when you have a cockerel and Pullet side by side, so that's why I say Pullet.
The things I always look for in a pullet is black legs, and the white isn't so defined in their feathers (meaning a lot more black on feathers & less definite white rings around the bird's feathers)

This is my cockerel when he was approximately 9 weeks old. His legs have very light gray lines on the front, but definitely not black legs

Just for comparison, this is one of my pullets that will be 9 weeks old tomorrow. Her face seems more red in this picture, but we're having some awfully hot weather (107 heat index) here in NC and hot weather and/or stress makes their faces look more red than normal.
