We just hatched out 3 baby chicks and one of the chicks was a little slow with learning to walk. It walks backward more that it does forward and it keeps falling on its back and laying there; it cant get up on its own. It also has had labored breathing and it kind of just lays around. Today I noticed the chick had a lot of yellow poop stuck to its vent so I cleaned it off with some warm water. The vent was also red and inflamed and was poking out so I put vasaline on a Qtip and tried to push it back in. It went back in but the chick keeps trying to push it back out. I tried to give it some sugar water too but it is refusing to drink it. What do I do? Do I separate it from the others? Is it all related?

Definitely separate it from others so that it can't spread anything to the others, and the others won't pick on it or just make it worse.

Is it excessively tired? Have you been able to force feed/water it since? It will never get better if it doesn't eat and drink. Try feeding it egg yolk with a syringe or something similar if it refuses chick feed/crumble. I've had a few chicks/chickens that refused to eat and drink, and I always have to use a 1-10ml syringe (depending on size) and force them to open their beak. Since yolk is runny, you could see if it would drink yolk since liquid is easier to force.
