The Barred Rock is all Cockerel, but he looks close to the breed standard, so I would say he's a keeper if the op is allowed to have roosters and has the facilities to raise baby chicks.

The picture shows typical hatchery BR cockerels with muddy, rather than clear barring. Yours is much better and conforms better to the breed standard. See the difference?

If you can't keep your BR cockerel, I would advise to sell, rather than just give him away. I would say he'll be worth around $15 when he's a little bigger.
