3 week old Olive Eggers- Both Roos?

We hatched out 2 olive eggers. I have been under the impression that the black and white one was a cockerel but now I am thinking the blonde one is too after seeing 3 rows on the pea comb. I am aware they are very young but I would love your thoughts?

it happened sometimes they get posted in the wrong location just like they hatch with the wrong sex LOL
