3 Week Silkie Chick Picking at His Bottom - Pic Included!

Help! One of my 3 week old silkie chicks won't stop picking at his bottom. He has done so enough that it's bare skin. He isn't pasted up, and I've tried soaking his bottom with a warm washcloth as well as using a Prep H wipe to help with the irritation. Nothing seems to be working. I have no idea what is wrong with him, or why he is picking at himself nonstop? Any ideas/suggestions?!

weeeelllllll they use cones for dogs right how about making a cone to go over his/her head out of craft foam just make shure its not to tight. If he/she cant get to his/her bum he/she can't pick it. If other are joining wrap it in a diper thing... or use rooster booster.You get it at most feed stores. It makes the skin and feathers taste bad so they dont peck... all i got, not very good advise hope it at-least helps sprout ideas.
