3 year old hen with pasty butt

My neighbors 3 year old hen has a pasty butt and the feathers don't look great. In fact the barred rock's feathers look as though they were just growing in. She even had lots of fluff (like a baby chick) not the smooth feathers she should have. I told my neighbor to clean the bottom off and put some oil or vaseline on the area to keep it clean and to put some acv in the water. What could this be? I have not heard of an older hen with this problem. The owner says that nothing has changed with the hen except she can run free through the yard like she used to. He is going to move her into a larger hen house within the month but has yet done that. Could a parasite be the problem???? The owner also says that she seems to be pecking herself or scratching herself a lot lately.

most likely yes, this is a parisite or desease my 8 year old hen had that problem and we tried every thing to cure it but nothing worked and saldy she died.
